The Cyber Information Liaison is to enhance communications and the gathering, sharing of intelligence information between local, state, federal, and tribal partners and stakeholder agencies. Gathering and sharing of intelligence/ information is a key to helping protect citizens and the State of North Dakota and the nation as a whole. By developing and implementing the Cyber Information Liaison Officer (ILO) program, it will allow partners and stakeholder agencies to participate in the intelligence gathering and sharing process with the North Dakota State and Local Intelligence Center (NDSLIC) and to increase the flow of information/ intelligence and provide better security to the State of North Dakota.
The NDSLIC is designed to be a central point to gather and disseminate intelligence information, involving all crimes, suspicious activity reporting relating to domestic and international terrorism, cyber, critical infrastructure protection, border issues, and narcotics. To achieve this goal, the ability to provide timely credible intelligence information depends on an effective communication and ILO network that will allow agencies in North Dakota the ability to take an active part in the prevention of cyber security issues/ concerns. This Program offers the opportunity to identify one or more points of contact within agencies to act as a conduit for information flow to and from the NDSLIC. Listed are some examples, but not limited to:
- Inbound and Outbound malicious IP’s (not listing your company’s IP information)
- Phishing attempts (successful and unsuccessful)
- Breaches, Viruses, Malware, Ransomware
- How were you infected
- How did the infections move through your environment
- How did you MITIGATE the event(s)

Suggested Qualifications For Local Information Liaison Officers:
- Organized and self-motivated
- Good Communication skill
- Outstanding relationship with community members
- An understanding of current events in their community, region, state, and nationwide
